Interesting diagram

I don't think practically speaking everyone was coordinated around CoT as the *only* signal for model monitoring / forensics and I also think in practice safety is going to be a pile of layered but imperfect interventions of which CoT monitoring is one. Here's a sketch of the whole picture. 'Monitor latent states' is more principled but operationally a way harder and more expensive. 'Monitoring tool calls' abandons understanding model intent at all. Overall agree with Yo that not having CoT feels like trading capabilities for safety
